The German Medicinal Products Act (MPA) §73.3 provides regulations for ready-made pharmaceuticals, which are not admitted/ registered or exempted from admission/ registration within the legal realm, but which may be imported into the legal realm (i.e. Germany) under certain, strictly defined circumstances. MPA §73.3 limits the import of such pharmaceuticals to pharmacies as consignees and stipulates that they must only be imported in small quantities and on the specific demand of individuals. Distribution of these pharmaceuticals must only be provided by registered pharmacies.

If the demanded pharmaceuticals originate from outside the European Union, then pharmacies may  import them only on prescription by a physician or dentist. If the pharmaceuticals originate within the European Union, then a prescription is only needed if it is obligatory in the country of origin. Additionally, pharmaceuticals that must be kept on stock on be available on short notice may be imported if they are otherwise unavailable for the prescribed area. Moreover, the MPA refers to the rules of operation for pharmacies in Germany.
